Description of problem:
During the run of a MTU test, VM creation fails, VM goes into ERROR state.
Nova waits for 300 seconds, during this time there is error logged in dhcp-agent.log

Steps to Reproduce:
1. Run the test neutron_tempest_plugin.scenario.test_mtu.NetworkWritableMtuTest.test_connectivity_min_max_mtu

Actual results:
Test case fails, due to VM in Error state

test case should pass
