Similar problem still remains [1] after the fix patches for QoS were merged [2], probably similar fixes for internal dns are needed, maybe we need to estimate how many files need such changes, rethink how to organize these files (or have some parent class that sets up according to OSP version, without duplicating similar files and similar test methods) in new dir/branch/etc again, in case we will need to change many existing files in tempest neutron downstream repo and keep support for both OSP16 and OSP17 for a while.
