This bug was initially created as a copy of Bug #2103053

I am copying this bug because: Booking BZ for the process. This is already done.

We would like to backport Prow CI improvements from master to 4.11 to benefit from  our CI logic consolidation work.

We unfortunately have to do that now because we unwillingly pre-branched RHCOS 4.11 and thus those changes are not in the 4.11 branch.
