This same link will be available in a blue banner at the top of the page informing you that that bug has been migrated.

mptcpd fails to build in rhel-9.1 with the error:

the problem is in the kernel-headers package (missing commit [1], and it's fixed by the mptcp "phase2" backport - see bz2103906). mptcpd tries to include the uAPI file provided by the build system, and defaults to an internal copy in case that file is not present. Backporting the workaround mentioned in comment #1 should fix the FTBFS bug, and the patch will be removed when the kernel-headers package gets updated.
