Description of problem:

When SkipRhelEnforcement: false and running the update on osp17 we have this failure:

This is because the file /run/.containerenv is present on the host.

The final fix is https://bugzilla.redhat.com/show_bug.cgi?id=2097694, but until merged we might want to have a workaround around in the code.

This Bug is verified on tripleo-ansible-3.3.1-0.20220720020859.fa5422f.el9ost.noarch
