Description of problem:
resalloc-openstack from epel9 has missing dependencies, causing it to be uninstallable.

Steps to Reproduce:
1. dnf install resalloc-openstack


Actual results:
Error: 
 Problem: conflicting requests
  - nothing provides python3-cinderclient needed by resalloc-openstack-8-1.el9.noarch
  - nothing provides python3-glanceclient needed by resalloc-openstack-8-1.el9.noarch
  - nothing provides python3-keystoneauth1 needed by resalloc-openstack-8-1.el9.noarch
  - nothing provides python3-neutronclient needed by resalloc-openstack-8-1.el9.noarch
  - nothing provides python3-novaclient needed by resalloc-openstack-8-1.el9.noarch

There doesn't seem to be any progress on those dependencies.  To avoid having an uninstallable package in the repo, I've retired the epel9 branch for now.

If at some point the dependencies are resolved and you would like to bring this package to epel9 again, follow the procedure to unretire the epel9 branch.
