Please branch and build python-libcloud in epel9.

If you do not wish to maintain python-libcloud in epel9,
or do not think you will be able to do this in a timely manner,
I would be happy to be a co-maintainer of the package (FAS rcallicotte);
please add me through https://src.fedoraproject.org/rpms/python-libcloud/adduser.

Will you be able to branch and build python-libcloud in epel9?
I would be happy to be a co-maintainer if you do not wish
to build it on epel9 (FAS: rcallicotte).

Working through an issue with libcloud 3.6.0 (current, rawhide) build fail in epel9.  Libcloud requires python-requests >= 2.26, but the BR contians 2.25.

Patched out python-requests 2.26 requirement for epel9.  Opened a PR at https://src.fedoraproject.org/rpms/python-libcloud/pull-request/4, pending review.
