Description of problem:

A small number of users of Katello have reported that pulp_rpm fails to complete the orphan cleanup routine.  The reproduction steps are not clear, an we have been unable to recreate the scenario in our testing, but the problem has been experienced by multiple users and the same patch has already been verified to work by those same users.

We believe that the scenario leading to this bug is no longer possible as a result of later patches.  However for any users stuck in the

Version-Release number of selected component (if applicable):  6.10, 6.11
