Description of problem:
During the efforts to integrate Sphinx 5 in Fedora Rawhide, it was discovered that python-sphinx-panels won't support Sphinx 5 per: https://github.com/executablebooks/sphinx-panels/issues/80
There are two projects depending on in, both have their BZ tickets open, their upstreams already moved to different projects.

$ mock -r fedora-rawhide-x86_64 --addrepo=https://download.copr.fedorainfracloud.org/results/ksurma/sphinx-5/fedora-rawhide-x86_64/ shell

This bug appears to have been reported against 'rawhide' during the Fedora Linux 37 development cycle.
Changing version to 37.

Now retired, as nothing depends on it, and it's FTBFS for Sphinx 5.
