Please branch and build rust-ripgrep in epel9

ripgrep is a working alternative to the_silver_searcher which is affected by an issue in the versions currently available ine epel9. See https://bugzilla.redhat.com/show_bug.cgi?id=2105927

Hi! I maintain most of the Rust stack in Fedora, but I'm not responsible for EPEL - the only person who imported Rust packages to EPEL 9 has more or less stopped to contribute to Fedora, so I'm not sure if this will happen.

Thanks for the information. Let's see what happens. I think it would be nice to have rg, but if nobody's porting these packages anymore, then that's that ^^

This bug appears to have been reported against 'rawhide' during the Fedora Linux 37 development cycle.
Changing version to 37.
