Description of problem:

While updating 4.10.18 to 4.10.20, no automatic etcd backup seems to be performed.

Version-Release number of selected component (if applicable):

4.10.18-->4.10.20

How reproducible:

Always

Steps to Reproduce:
1. Install 4.10.18
2. Upgrade to 4.10.20
3.

Actual results:

No backup found.

Expected results:

Automatic backup performed.

There is not 4.12 stable build available for testing, so we will keep eye on it when 4.12 stable build ready.
