While doing a full migration, I want to migrate a namespace with a set of
pvcs that are bound to pods, but I don't want to transfer any of the pvcs.
If I deselect all of the PVCs manually in the UI and run [1] the migration,
it ignores my skip setting and still tries to migrate the pvcs.

[1] It was unclear if the customer tried to run a stage or a migrate, most likely
migrate.

NOTE: The customer was able to edit the migplan themselves prior to running
and manually mark them as skip in the CLI.
