Description of problem:
It seems the --no-cleanup-after (-N) option is not working (it worked in the past).

Version-Release number of selected component (if applicable):
mock-3.0-1.fc35

How reproducible:
Always

Steps to Reproduce:
1. fedpkg co --anonymous grep 
2. cd grep
3. fedpkg srpm
4. mock -r fedora-rawhide-x86_64 -N ./grep*.src.rpm
5. ls /var/lib/mock/fedora-rawhide-x86_64/root/builddir/build/BUILD /var/lib/mock/fedora-rawhide-x86_64/root/builddir/build/BUILDROOT

Actual results:
Empty directories

Expected results:
Build files like if there is an failures
