Description of problem:
The issue started on 6.9 with error from BZ 1957035 and even after upgrade to 6.10.7 it was still happening.

During investigation on remote session we found total of 7 hosts which was in foreman DB (hosts, host_status, fact_values, katello_content_facets, katello_subscription_facets, etc) and in candlepin DB (cp_consumer, cp_entitlement, cp_installed_products, etc), but it was not possible to find the host via foreman-rake/API/hammer/WebUI.

Because the host return always as nil, it was not possible to get_status on it hence the backtrace.

undefined method `get_status' for nil:NilClass

We tried to search in WebUI without success, also

foreman-rake console
Host.find_by_id()
Host.find_by_name()

but all return nil.

At the end we needed to manually removed hosts from databases and then was finally promotion of CV possible.


How reproducible:
No clue how happened, so hardly.

CV promotion = warning due to step Actions::Katello::ContentView::PromoteToEnvironment 

Expected results:
CV promotion = success
