Description of problem:
Ceph v17.2.1 does not compile on s390x. The linker fails because of missing atomic methods __atomic_load_16, __atomic_store_16, and __atomic_compare_exchange_16.

Steps to Reproduce:
1. Install Ceph on s390x

Actual results:
No builds available

Expected results:
Build is available, like our previous product releases.
