Section Number and Name: Overriding the default file system overhead value

Describe the issue: Procedure describes editing the CDI object to configure the system overhead.

Suggestions for improvement: Update the procedure with steps for editing the HCO object. HCO propagates the change to CDI.

Apologies for barging in. I had a conversation with a QE member because they found the existing documentation confusing, and wanted to expand some more.
I've made a PR that included these changes & a few that would've clarified things for the QE member in https://github.com/openshift/openshift-docs/pull/48616
