We are in the process of moving our bug tracking to JIRA. We should update the report bug link in the help menu to use JIRA instead of Bugzilla for new bugs. Opening as a medium severity bug since this only impacts prerelease OpenShift versions. For release versions, we have users open customer cases.

Should we create rather a story for this? Cause this looks like an RFE to me.

I opened as a bug because the existing link will stop working in a few weeks. (BZ will be read-only.)

Steps to repreduce: 
1. At any page of the web console, click the question mark icon on the top nav bar
2. Click `Report bug to Red Hat` and it redirects to JIRA instead of Bugzilla
