I don't use gammu for a long time , to you want join as co-maintainer ( if you are already packager maintainer on Fedora ) ?
No matching package to install: 'libdbi-dbd-sqlite' No matching package to install: 'libdbi-devel'
IIRC libdbi is optional [1] and libdbi-dbd-sqlite is only need for tests [1] macro_optional_find_package (LibDBI)
I am also hoping for this to be built for el9. Upgrading an el7 server that used this for notifications for Nagios core so that we can send using modem for redundancy.

do you also need python-gammu ?
FEDORA-EPEL-2023-6305d582e4 has been submitted as an update to Fedora EPEL 9. https://bodhi.fedoraproject.org/updates/FEDORA-EPEL-2023-6305d582e4
I personally do not use python-gammu.
I see that it won't install because of the libDBI dependency on EPEL9 is missing as mentioned above. Someone submitted libDBI to be added to EPEL9 but because it isn't maintained, the opinion seemed to be to remove the functionality that needed it for the original request for libDBI (some nagios plugin). https://bugzilla.redhat.com/show_bug.cgi?id=2039711 I assume the same would be true now for gammu. I don't use libDBI function with gammu. Is that something that can be done so that the dependency isn't needed for gammu anymore?
A new build is on the way, libDBI is optional , I forgot on if 0%{?fedora} %endif Thank you for the feedback
New build available: gammu-1.42.0-12.el9 please try it , thank you.

Installed just fine. Thanks. Seems to be working good.
I just want to add that the testing I did is with SMS spool directories that I had to create manually. I didn't use the DBI backend for storing SMS which seems to be the default.
