Description of problem:
While a test is conducting a check for a log entry it failed because the /var/log/containers/ironic/deploy directory was not present.  My assumption is that this dir and logs should be present on all deployed controllers and not 2 out of 3. If this assumption is wrong we can close this bz.

How reproducible:
every time

Steps to Reproduce:
1. Deploy OC with 3 controllers
2. Check for /var/log/containers/ironic/deploy on all controllers
3.

Actual results:
dir not present on one controller

Expected results:
deploy dir should be present and include logs
