Verified based on following:

- No chrony failures seen in Phase 3 regression
- Hot fix successfully tested by customer
- Manual inspection of /usr/share/openstack-tripleo-heat-templates/common/deploy-steps.j2 shows patch has been include in Phase 3 builds
