this is not something that can be easily be fixed.

There are patches in the .spec file prep section 

https://review.rdoproject.org/r/plugins/gitiles/openstack/oslo-vmware-distgit/+/refs/heads/wallaby-rdo/python-oslo-vmware.spec#137

python3-lxml comes from RHEL 8 and we don't really want to override it.  Please look at using workarounds from .spec file for version limits
if at all possible.

RDO rpm-master has a fix that will need to be backported to wallaby-rdo branch https://review.rdoproject.org/r/c/openstack/oslo-vmware-distgit/+/41837 but only part of it is probably applicable to this issue.
