Description of problem:
[a manually created to track backporting of https://bugzilla.redhat.com/show_bug.cgi?id=1899982]

16.1 has GA'ed with full cells v2 support.
There had been 16.2 security related (nova-compute must not configure api database) backports for Nova puppet and tht bits, which are missing for 16.1.
This is here to track backporting of it for 16.1.9 z-stream.

Given that we've stopped doing 16.2 maintenance releases, the chances of a 16.1 MR are basically none at this point. Closing EOL.
