python-fastapi failed to build from source in Fedora rawhide/f37

Please fix python-fastapi at your earliest convenience and set the bug's status to
ASSIGNED when you start fixing it. If the bug remains in NEW state for 8 weeks,
python-fastapi will be orphaned. Before branching of Fedora 38,
python-fastapi will be retired, if it still fails to build.

This is the same as bug 2098906. The tests fail on Python 3.11. The correct fix is not obvious; I am waiting for upstream feedback on https://github.com/tiangolo/fastapi/issues/5048.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 37 development cycle.
Changing version to 37.

The package has been retired in F37/Branched and F38/Rawhide due to https://github.com/tiangolo/fastapi/issues/5048.
