Description of problem:
Failed to remove "neutron-sriov-nic-agent" after deleting the compute node

we followed the KCS https://access.redhat.com/solutions/5393161 to remove it, 
it removed ovn-controller and networking-ovn-metadata-agent but failed for removing neutron-sriov-nic-agent
