Description of problem:
ACVP tests fail when testing PBKDF2 key derivation, because gcry_kdf_derive(GCRY_KDF_PBKDF2) fails with passphrases shorter than 14 bytes in FIPS mode. This can be fixed by backporting 58c92098d053aae7c78cc42bdd7c80c13efc89bb.

How reproducible:
Run ACVP tests, or enable FIPS mode and attempt gcry_kdf_derive(GCRY_KDF_PBKDF2) with a passphraselen lower than 14.

A derived key

Additional info:
Since this is required for ACVP tests to pass, it is required for FIPS certification.
