Description of problem:
- Unable to run any buildstream commands


Version-Release number of selected component (if applicable):
- buildstream: 1.6.6
- bst-external: 0.28.0


How reproducible:
> $ git clone https://gitlab.com/freedesktop-sdk/infrastructure/freedesktop-sdk-docker-images/
> $ cd freedesktop-sdk-docker-images/
> $ bst track --deps all buildstream-2.bst

Output:

> Failed to load Source plugin 'pypi': No module named 'pluginbase._internalspace._sp0e1bb84df62f906d98aa37580ba7cd03.pypi'


Additional info:
- 0.28.1 is available which should fix this issue
