External Data Plane nodes must have the capability to have their OSP package and container content upgraded from OSP 17.1 content to OSP 18.x content.

There is no next-gen platform for OSP 17.1, so this RFE does not make sense until we get to OSP 19.0 and need to support an upgrade from OSP 18.0 to OSP 19.0.
