Description of problem: If all managedPolicies are compliant when the CGU is enabled the pre/post actions (specifically label management) are not run. These actions should be run regardless of whether any remediation is required so that the user can rely on the labels as an indication that all managedPolicies are compliant (at that point in time).

How reproducible: Always


Steps to Reproduce:
1. Create CGU in disabled state with list of managedPolicies. The CGU should include actions to manipulate cluster labels.
2. Ensure that all managedPolicies are compliant for all clusters covered by the CGU
3. Enable the CGU

Actual results: label manipulation according to the actions does not happen.


Expected results: Labels should be modified/added.
