Description of problem: refactoring that is required for microshift so route controllers logic can be split to a separate repo
@jitsingh can you please take a look? to test this it should be enough to look for route-controller-manager pods in openshift-route-controller-manager namespace and see that - controllers ingress-to-route-controller service-ingress-ip-controller have started - you should see messages (with increased log level - driven by openshiftcontrollermanagers.operator.openshift.io/cluster) from these controllers that they work

checked with latest payload : 4.12.0-0.nightly-2022-11-06-054655, and do some regression , no issue , verified.
