.New logic in processing of lifecycle shards prevents stalling due to deleted buckets Previously, changes were made to cause lifecycle processing to continuously cycle across days, that is, to not restart from the beginning of the list of eligible buckets each day. However, the changes contained a bug which could stall processing of lifecycle shards that contained deleted buckets, causing the processing of lifecycle shards to stall. With this release, a logic is introduced to skip over the deleted buckets, due to which the processing no longer stalls.

Fix a special case in new lifecycle workflow in which progress
processing an lc shard can stall indefinitely.

From upstream committer:
"After a single-bucket run and its lc entry is removed since the
bucket is deleted, we will have lc shard object's head marker
point to a non-exist lc entry. Finally, buckets that are hashed
to this lc shard can not have any lifecycle progress. Fix it
by skipping the non-exist marker."
