This bug was initially created as a copy of Bug #2097931

I am copying this bug because: 

Tech Preview release note that move operations with QOS are TP - they'll be in the code, but we haven't QE'ed them yet, so we need to call out TP status to avoid being on the hook to support them.

Description of problem:
To allow instances with port having resource request doing live-migration or etc, OSP needs to have https://blueprints.launchpad.net/nova/+spec/support-move-ops-with-qos-ports-ussuri and the feature is tested for supported feature.

The release notes automation will pick up BZs with the right flags even if they're closed. With the doc text done and requires_doc_text set to +, we can close this.
