this was fixed in 17.0  via https://bugzilla.redhat.com/show_bug.cgi?id=2110556 and has been cherry-picked to 17.1 trunk patches too

for 17.0 we are supporting rhel 9 hosts only but for 17.1 we are supporting 8.4 only for upgrade via the hybrid state.

scale out and new compute node deployment will not be support based on rhel 8 with 17.0

the rhel8 host do not need this to be set and if we are just updating the containers I'm not sure this will actually be exedcuted.

For 17.1 (and upstream Wallaby), the linked patch needs adjustments to decide upon detected OS version
