Description of problem:
/etc/udev/rules.d is administrator territory. Please move the rules file to  /usr/lib/udev/rules.d (aka %{_udevrulesdir}).

That file contains only comments and is supposed to be edited by the administrator. /usr/lib doesn't sound like a good place for that kind of file as the changes would be overwritten on next update.
