This is a bug tracking the backport of the work done in: https://issues.redhat.com/browse/MGMT-11779

Assisted Service needs to set the OPENSHIFT_INSTALL_BOOTSTRAP_NODE_IP in the host so that the kubelet will pick the right node IP.
