We need to stop using AMQ certificate manager and start using built-in certificate manager from OCP.

To clarify, the work is migrating from AMQ Cert Manager to Cert Manager for OpenShift, which is shipped in the Red Hat CatalogSource as an Operator, and is not a core OpenShift component.
