Description of problem:

This RFE tracks the support of OSP with FIPS compatibility mode when using Ceph as storage backend.

Operators should be able to deploy OSP and Ceph with FIPS compatibility mode enabled without any regression. This includes block, file and object storage.

We should run the usual OSP+Ceph regression testing with FIPS enabled and ensure it works as expected.
