.The `firewalld` service now triggers the `ipset` deprecation warning only when using direct rules Previously, the `firewalld` service used the deprecated `ipset` kernel module when it was not necessary. Consequently, RHEL logged the module's deprecation warning which could be misleading because the `ipset` feature of `firewalld` is not deprecated. With this update, `firewalld` only uses the deprecated `ipset` module and logs the warning if the user explicitly uses `ipsets` with the `--direct` option.

As noted in bug 2122421, if a user creates a firewalld "ipset" a kernel log will be generated:

   Warning: Deprecated Driver is detected: ipset will not be maintained in a future major release and may be disabled

This is confusing for users. The log may cause them to think firewalld's "ipset" feature is deprecated. It is not.

Firewalld creates native ipsets (i.e. ipset command) and nftables sets. The native ipset is only needed for --direct rules. This is what triggers the above log. nftables sets are used for all firewalld primitives, e.g. --zone foo --add-source ipset:bar.

The kernel log can be avoided by only creating native ipsets if a --direct rule is in use.
