Description of problem:
Phase 3 job (multi subnet) failed in production Waiting for ovn-controller agent on compute node to come up during OC reboot stage

Version-Release number of selected component (if applicable):


How reproducible:
not sure, first time seen

Steps to Reproduce:
1. Run multi subnet job or install OC with config from said job, then reboot OC
2.

Actual results:
failure Waiting for ovn-controller agent on compute node to come up

Expected results:
reboot succeeds, agent comes up, job passes

It looks like this is a duplicate of https://bugzilla.redhat.com/2120474 which is now merged downstream, can someone confirm and close as duplicate if that's the case?  thanks
