Please branch and build smokeping for EPEL 9.

I've open https://bugzilla.redhat.com/show_bug.cgi?id=2170646 to branch/build perl-Config-Grammar and
https://bugzilla.redhat.com/show_bug.cgi?id=2170647 to branch/build perl-Net-Telnet.

perl-Net-OpenSSH already exists in EPEL 9.

All installed with mock and tested on Rocky 9.
