After you upgrade your host from Red Hat Enterprise Linux (RHEL) 7.9 to RHEL 8.4, you can specify additional packages to install in your environment by using the BaseTripeloPackages variable. With this feature, you can customize the base packages that your deployment requires on specific roles. Description of problem:
upgrade OSP13 to OSP16.2 - and we are failing to upgrade Director deployed ceph OSD nodes due missing repos/packages. Previously with OSP13 we used RHCS subscriptions with Ceph OSD nodes - but with upgraded RHEL8 base there are some openstack related packages missing blocking FFU process. It seems that openstack-16.2-deployment-tools-for-rhel-8-x86_64-rpms repo does not provide these packages anymore - and RHCS subscription does not give access to openstack-16.2-for-rhel-8-x86_64-rpms repo. Packages identified so far that are blocking clean upgrade are:  python3-openstackclient and openvswitch. OSP16.2 documentation hints that there is some "combined OpenStack Platform and Ceph Storage subscription"
