Rebase libvirt in RHEL-9.2

Version-Release number of selected component (if applicable):

libvirt-8.5.0

Steps to Reproduce:
1. rpm -qa libvirt

Expected results:

libvirt-9.0.0

Libvirt cannot be built for rhel-9.2 until the binutils bug 2148469 is fixed.
