bionetgen-2.8.4-1.fc38 fails to build in Fedora 38:

This is triggered by upgrading redhat-rpm-config from 229-1.fc38 to 230-1.fc38 which added --runstatedir=/run option to %configutre macro. It seems that bionetgen spec file does not regenerate all configure scripts with autoconf sources.
