Description of problem:
cephadam-ansible playbook `cephadm-preflight.yml` fails at task `disable older rhceph repositories if any` which tries to disable rhceph-4 repos for rhel8

How reproducible: Always

Steps to Reproduce:
1. Deploy RHEL 9 cluster.
2. Configure repos and install cephadm-ansible.
3. Execute cephadm-ansible playbook `cephadm-preflight.yml` as below command -
   ansible-playbook cephadm-preflight.yml -i hosts -e ceph_origin=rhcs

Actual results:
Ansible playbook fails with below error -
