Thanks for pointing this out! I've submitted a new build (9.1.3-2) that adds the appropriate dependencies to enable brotli support in the compress module. This is in rawhide now, and should appear in the f35-37 testing repos in ~24 hours. If you could verify it resolves your issue (and then upvote in bodhi) that would be helpful.

This will FTI on el7 and el8 platforms because libbrotli does not exist -- working on an update now that will supercede 9.1.2-2.
