Please branch and build grass in epel9.

If you do not wish to maintain grass in epel9,
or do not think you will be able to do this in a timely manner,
the EPEL Packagers SIG would be happy to be a co-maintainer of the package;
please add the epel-packagers-sig group through
https://src.fedoraproject.org/rpms/grass/addgroup
and grant it commit access, or collaborator access on epel* branches.

I would also be happy to be a co-maintainer (FAS: jonathanspw).

I can be the primary contact for EPEL (FAS: jonathanspw).

The EPEL9 branch is already there. I have to build liblaz and PDAL first, then I can submit GRASS GIS as well.

I have added you to the project (not fully sure how to hand over the EPEL management to you as I am not too familiar with the user management here).

This bug requires GDAL in EPL9. it depends on #2091448

GDAL done, now waiting for PDAL (also done) to become "visible" on koji.

Is there a way to accelerate this?
