Description of problem:
Unnecessarily long laggy PG state

While running: 
podman exec ceph-mon-controller-0 ceph -c /etc/ceph/ceph.conf pg stat
the command hangs.

This is seen in OSP 16.2 environment with ceph.

OSP puddle version: RHOS-16.2-RHEL-8-20220902.n.1
