Description of problem:

(py311) $ pip install scipy
     Found pkg-config: /usr/bin/pkg-config (1.8.0)
      Library npymath found: YES
      Library npyrandom found: YES
      Found CMake: /usr/bin/cmake (3.24.1)
      Run-time dependency openblas found: NO (tried pkgconfig and cmake)
      Run-time dependency openblas found: NO (tried pkgconfig and cmake)


This shows in a closed / reopened F29 bug #1574517, and the upstream bug is https://github.com/scipy/scipy/issues/16308. 

I have openblas and openblas-devel installed. Do I need to do something special w/ flexiblas?
