Description of problem (please be detailed as possible and provide log
snippets):

On DRPolicy apply action modal, Once we select multiple placement rules under the same application and then if we deselect any placement rule option then apply policy is not working as expected. It is failing to apply the DRPolicy for the rest of the placement rules.

Do not deselect any placement rule once it is selected, select from starting.

Steps to Reproduce:
1. Create DRPolicy from UI.
2. Deploy an application with 2 subscriptions with 2 different placement rules.
3. Go to DRpolicy list page and click apply Policy action.
4. In apply policy modal, select more than one placement rules checkbox under the same application and deselect any placement rule.
5. Click apply button.
6. DRpolicy will not be applied to the selected applications placement rules.


Actual results:
DRpolicy is not applied to all selected placement rules under the same application.

Expected results:
DRpolicy should be applied to all selected applications.
