I am copying this bug because: to track the backport to 17.1



Description of problem:

During Wallaby, we added support for creating instances with vDPA network devices. However, only spawn was supported, pending more testing for other operations. This RFE tracks testing and any necessary work required to support cold migration, resize and evacuation of instances with vDPA devices. Support for live migration requires support from QEMU/libvirt and is tracked elsewhere.
