Networking DFG is upstreaming our downstream (whitebox) tempest plugin and tests used there to be able to run those tests e.g. in the upstream gates.

Not much code yet but it's ASL 2.0 and should be following as other tempest plugins. License is Valid.

Fedora review done, package is approved.

Some issues are noted but those are accepted.
- Source0, changelog and %define are all used by package build tool DLRN.
- %check is absent, but there are no unit tests provided by tempest plugins.
